I've lived in some crowded cities but I can't imagine not being able to drive my car whenever I want. Although, if the public transportation system is decent anyway that beats sitting in traffic. I haven't owned a car for almost 3 years so obviously I prefer public transportation or walking over driving. I'm not sure what happens if you're caught driving when you're not supposed to be on the road. I would imagine a significant fine. It's also very hard to get license plates in Beijing - and probably other cities around China. They have a lottery and if you're not picked you don't get plates - which means you can't buy a car.
